Priority Axis 3: Protecting and promoting Mediterranean natural and cultural resources.

 

 

Programme Specific Objective 3.1: To enhance the sustainable development policies for more efficient valorisation of natural resources and cultural heritage in coastal and adjacent maritime areas of sustainable and responsible coastal and maritime tourism in the MED area.

Many coastal cities located in the Mediterranean area are interested by high touristic flows. Eventually, this creates relevant economic and employment opportunities, but at the same time  generates  negative  externalities  that  threaten  the preservation   of   those   ecosystem   services   that   ensure tourism attractiveness. The development of sustainable tourism in coastal cities is therefore a strategic issue in the MED area. The CONSUME-LESS project tackles this issue by demonstrating the effectiveness of a sustainable tourism model based on the qualification of these coastal cities as Consume-less locations and on the enhancement of this peculiarity through an innovative communication and territorial marketing campaign; implemented both by directly involving all interested stakeholders such as tourists, local authorities, tourism operators & service providers.

 

The project  brings  multiple  benefits  that  will  be carefully monitored  and  accounted for through the usage of a suitable set of indicators, based on the European Tourism Indicator System (ETIS). The expected benefits include the following:

·         a reduction in water and energy consumption & waste generation;

·         the enhancement of local products and natural resources;

·         an increase  in  tourism  flows  with  the  main  aim  of  generating  more awareness on the importance of adopting environmentally sound lifestyles.

Description of pilot area Gozo and the Ministry for Gozos Role:

 

Gozo is a pilot area in the Consume-Less project. For the island of Gozo, water is one of the most serious environmental and economic issues. The island faces a negative freshwater balance, which is rendered more serious due to population size, tourism, economic activity (especially agriculture) and the islands topography and geology. The island is also increasingly reliant on Tourism as its primary economic sector, and this sector is experiencing growth. This project will provide the opportunity to collaborate more closely with SEWCU to formulate tangible actions for the management of the islands water resources and their sustainable use. The project will also provide an excellent opportunity for the transfer of knowledge and experience to Gozo and their application on the island.

 

In the past, the Ministry for Gozo has been responsible for project components which involved dissemination of information, communications and engagement with the public on sustainable issues.  The Ministry for Gozo has also been responsible for both ESI and territorial cooperation projects. It has experience in procurement of works and services through EU funds, cross-collaboration with partner consortia, the responsibility for work packages, dissemination of information, citizen engagement, and the hiring and management of consultants and consulting firms.

 

 

 Project Contribution:

 The  implementation  of  the  project  will  also  contribute  to  the  following  strategies  and policies:

·         Europe2020 strategy: moving towards a more sustainable Europe and a low-carbon economy, including an increase of 20% in energy efficiency and a 20% reduction of greenhouse gases (GHGs).  The EU  is  aiming  to  progressively  decrease  primary energy consumption by 2020 and 2030.

 

·         Horizon   2020:   secure, clean   and   efficient   energy   including   climate   action, environment, resource efficiency and raw materials.

 

·         Covenant of Mayors initiative (voluntary commitment to increase energy efficiency) with the aim to reduce carbon dioxide (CO2) emissions by 2020.

 

·         Territorial Agenda of the European Union 2020: towards an Inclusive, Smart and Sustainable Europe of diverse region.

 

·         Circular  Economy  Roadmap:  a  more  ambitious  circular  economy  strategy  to transform Europe into a more competitive resource-efficient economy, addressing a range of economic sectors; mainly waste, energy and water efficiency.

 

·         Macro-regional EU Strategy for the Adriatic and Ionian Region (EUSAIR) & EU Strategy for the Alpine Region (EUSALP).
